From the city's winter parking page: alternate side parking runs city-wide November 1 to April 1, 2 a.m. to 3 p.m. Park on the even-numbered house side on even calendar dates. Park on the odd-numbered house side on odd dates. Cars in the round part of a cul-de-sac follow the same rule.
Evenings, both sides can be used. Park overnight for the side that is legal the next morning from 2 a.m. to 3 p.m. Streets that already allow parking on only one side are exempt. Posted signs always win. Metered spaces are exempt from the odd-even rule, but posted signs on those meters still apply.
Downtown is different during designated snow events. The city posts those restrictions on the meters. Code 11-6-28 also bans parking on the street for more than 24 hours straight. Tickets and tows are the city. Call 311 or 507-328-2311. That is not SnowSota's number.

The parking rule is so the street plow can get through. After it runs, a packed ridge often sits at the mouth of the driveway. That berm is extra on the house plan if you want it gone. City plow driveway berm. The pad itself is garage-to-street driveway snow removal.
