Rochester street plows clear the road. The snow has to go somewhere. A lot of it lands as a packed ridge at the apron, right where you need to pull out. That is the berm. Clearing the pad garage to street is driveway snow removal. Clearing that later wall is extra work, so we quote it. We do not bury it in the monthly number.
Most Rochester seasonal driveway packages talk about a winter lump, a 1-inch trigger, and whether sidewalks are in. They do not treat this pile as its own line. SnowSota does. If you want the berm gone, say so. We quote it. If you do not, it stays. Same prices in 55901, 55902, 55904, and 55906.

From Rochester's Snow & Ice Control policy: plows push left to right into the boulevard. Operators cannot turn the blade off at driveways. If you leave before the street is full width, expect to clear the mouth more than once. The city is not responsible for private driveways or sidewalks.
Cul-de-sacs are Priority 3, after arterial and local roads. Little storage space, so some driveways get more snow, and the city may later haul the pile at the Infrastructure Maintenance Manager's discretion. That is the city's street work. Clearing the ridge off your apron is still a SnowSota quote if you want it gone.
Do not push the driveway pile back into the street. City policy and Minnesota Statute 160.2715 prohibit depositing snow on the roadway. Winter parking (odd-even, Nov 1 to April 1) is the city's rule so the plow can get through. Rochester winter parking.
