Rochester Code of Ordinances Section 9-6-2 requires property owners with a public sidewalk to remove snow and ice within 24 hours after a snowfall. The city determines when snowfall ended from the National Weather Service station at Rochester International Airport. We did not write that rule. What the city lists as Do: full sidewalk width, pedestrian ramps, and snow blocking hydrants or catch basins. Ice to bare pavement, or treat with sand, sawdust, or similar. Don't: shovel or plow snow into the street (the city fines that). Enforcement is complaint-driven through 311. Residential citations are $40, then $60, then $120.
